I-39/90 (Illinois state line - US 12/18) Project - Frequently asked questions (FAQ)

What is the I-39/90 Project?

Reconstruction and expansion of 45 miles of I-39/90 in Dane and Rock counties.

It is one of the most important transportation corridors in Wisconsin, and is an integral part of the national Interstate system.

Can I still use I-39/90 on my way to Wisconsin Dells, northern Wisconsin, or Chicago?

I-39/90 will remain open to traffic for the duration of the project with some lane restrictions on a periodic basis, typically during off-peak travel hours.

When will the construction start and end?

Construction is expected to begin in 2015 with a completion date in 2021.

Construction at the WIS 11 (Racine St.) interchange in Janesville is expected to start in 2013. Installation of message boards and traffic monitoring cameras is scheduled for 2013.

What are the project limits?

The project extends from the Illinois state line to the US 12/18 interchange near Madison, in Dane and Rock counties.

Will there be any property acquisition for this expansion project?

In many areas, the Wisconsin Department of Transportation (WisDOT) will need to acquire additional property to accommodate expansion. Not everyone will be affected. The project team will work with property owners during PIMs and throughout the acquisition process.

Are the traffic problems along I-39/90 that serious?

Yes. By the year 2030, with no corrective action, all sections of I-39/90 are expected to operate at unacceptable levels of service, resulting in poor traffic flow and increased safety problems.

Is expansion to six lanes necessary?

Yes. An Environmental Assessment (EA) was conducted from 2001 to 2006 to examine the Interstateís future needs and showed that the demands placed on the corridor in the coming years will stress the current facility beyond its capabilities.

The project underwent a statutorily-set evaluation that considers a projectís potential to enhance economic development, relieve traffic congestion, improve safety and achieve community objectives while minimizing environmental impacts.

Why is I-39/90 in Janesville being expanded to eight lanes?

Due to projected traffic increases in the Janesville area (90,000 vehicles per day), the Interstate will be expanded to eight lanes for 6.5 miles from WIS 11 (Avalon Rd.) north to WIS 26.
