Record of Decision (ROD)

ROD identifies preferred alternative, mitigation measures that will be taken, and is final environmental approval needed before an action analyzed in EIS may proceed to final design, and later to construction.

Feb. 2012 - ROD signed by Federal Highway Administration (FHWA) following Final Environmental Impact Statement (FEIS).

Environmental Study

Final Environmental Impact Statement (FEIS)

WisDOT in cooperation with Federal Highway Administration (FHWA), completed FEIS.

Comments on Supplemental Draft EIS (SDEIS) were addressed in FEIS.

  • FEIS was published Oct. 14, 2011
  • Review period for FEIS started Oct. 14, 2011 (date the Notice of Availability was published in the Federal Register) and ended Nov. 14, 2011

FEIS is the decision document for major highway projects developed under National Environmental Policy Act. It includes:

  • Purpose and need for the project
  • Range of alternatives considered
  • Environmental consequences
  • Selected alternative
  • Results of the Mar. 22 and 23, 2011 public hearing and agency comments on Supplemental Draft EIS (SDEIS)

Reduced Impacts Alternative, including an Adjacent Arterials component, was selected and is presented in FEIS. Following are some its key design features:

  • A fully modernized freeway with full inside and outside shoulders, right-hand entrances and exits.
  • Rebuilt interchanges at North Ave., Watertown Plank Rd., Bluemound Rd./Wisconsin Ave., Greenfield Ave., 84th St., and Highway 100.
  • Cost effective solution for additional lanes in the east/west direction if they are needed in the future.
  • Safe, reliable access to the Regional Medical Center.
  • Improved local roads: 84th St./Glenview Ave., Watertown Plank Rd., Highway 100.

Supplemental Draft Environmental Impact Statement (SDEIS)

Zoo Interchange study team conducted public hearing Jun. 2009 to solicit comments on the Draft Environmental Impact Statement (DEIS).

Included in DEIS was a discussion of interchange alternatives including a no-build/do nothing alternative and a range of modernization alternatives to correct traffic and safety problems.

After receiving input from the public, agencies and local communities, the study team developed an additional alternative called the “Reduced Impacts Alternative” and included improvements to WIS 100, Watertown Plank Rd., Bluemound Rd. and 84th St. (Referred to as the Adjacent Arterials Component.)

New alternative developed was in response to comments on original DEIS. Therefore, WisDOT and Federal Highway Administration (FHWA) determined that a Supplemental DEIS (SDEIS) is required.

  • SDEIS includes all of the information contained in the original DEIS, along with information on the new Reduced Impacts Alternative and Adjacent Arterials Component.
  • SDEIS also contains information related to comments received during the original DEIS’ availability period.

SDEIS was available for public review and comments. Comments were addressed by WisDOT and FHWA when Final EIS (FEIS) was submitted to FHWA in summer of 2011. (Note - Comments were due Apr. 4, 2011)

Draft Environmental Impact Statement (DEIS)

Wisconsin Department of Transportation (WisDOT) and the Federal Highway Administration (FHWA) prepared a DEIS to comply with the National Environmental Policy Act (NEPA).

DEIS explains why WisDOT and FHWA propose to reconstruct the Zoo Interchange, the alternatives considered, and their impacts.

Public hearings conducted on DEIS Jun. 2009. Over 400 written and oral comments were received. These comments will be detailed in Final EIS (FEIS) due for completion in 2011.

Comments received on the specifics of the alternatives including:

  • Impacts to local roads
  • Changes in access on north and east legs
  • Concerns about construction
  • Questions about individual properties

Comments received regarding potential impacts to the environment; in particular butterfly habitat, potential sites for storm water retention, and loss of green space for wildlife habitat. A number of people commented on transit planning and the importance of an integrated regional transportation plan.

Comments will make a difference in the refinement of alternatives and the corridor team continues to refine the alternatives, balancing safety, design, and environmental impacts.
