The Federal Highway Administration (FHWA) approved the US 10/WIS 441 Expansion Study Environmental Assessment (EA) on July 2, 2004. The EA was available for a 30-day public comment period that ended on August 10, 2004. A Finding of No Significant Impact (FONSI) was then submitted to FHWA in mid-September and was approved on November 17, 2004.

Construction timeframe

Projects like the proposed US 10/WIS 441 expansion are approved and funded through a special legislative bonding program for major projects. The process includes a Transportation Projects Commission (TPC) that reviews and recommends candidate projects to the governor and Legislature for funding consideration. The TPC typically meets in even-numbered years to consider major projects that have been developed to the point where a draft environmental document has been completed.

Even if the US 10/WIS 441 expansion project is presented to and approved by the TPC in 2008, construction is not likely to begin until at least 2014 or 2015. Should the TPC consider and approve this project at a later date, the corresponding start of construction will likely be later. 

In the meantime, WisDOT and local municipalities will work together to preserve the land needed for the future improvements based on the recommended plan. WisDOT will also continue to maintain the existing pavement and bridges, monitor safety and make necessary spot improvements where possible.
