Date Type of work/activity
Fall 1999 WIS 23 enumerated for an upgrade to four lanes.
June 2001 Wisconsin Department of Transportation (WisDOT) initiation meeting. WisDOT staff assigned to the project.
December 2001 First meeting with public officials was conducted to discuss the project.
January 2002 WisDOT and regional planning staff began to collect information and make additional contacts with local officials regarding the corridor study.
February 2002 WisDOT/local officials meetings were conducted to discuss the scope and schedule for the study.
March 2002 Two public information meetings (PIM) were conducted to present and discuss the corridor study.
April 2002 First Advisory Committee (AC) meeting was conducted to review alternatives developed by WisDOT.
June 2002 Second AC meeting was conducted to review refinements to the alternatives and to select alternatives for study.
July 2002 WisDOT and other state and federal agency staff met to discuss alternatives under study.
September 2002 The first newsletter was released.
November 2002 Third AC meeting was conducted to review and discuss alternative costs and impacts.
January 2003 The second newsletter was released
February 12 and 17, 2003 PIMs were conducted to present plan alternatives and assessment. 
February 2004 The third newsletter was released with information on the studied alternatives.
March 2004 Two PIMs were conducted to provide an update on study progress and changes.

Fourth AC meeting was conducted to discuss corridor access issues.

Fall 2004 The Draft EIS was released to the public for comment and review.
January 2005 Public hearing and comment period to record public comments on the Draft EIS.

Fifth AC was conducted to discuss committee recommendations for a preferred alternative.

April 2005 Corridor selection announced. Alternative 1, along the existing corridor, was chosen. Work on the preliminary design and access concepts started.
Summer 2005 Passing lane feasibility study started to evaluate passing lanes along the corridor.
July 2006 PIM conducted to present passing lane results and four-lane expansion concepts, including present and future access on public streets.
Fall 2006 Final EIS was approved.
Early 2007 Record on decision (ROD) approved.
2007-2011 Design of highway.
2009-2012 Real estate acquisition.
2013-2014 Construction tentatively scheduled for Taft Road in Fond du Lac County to County P in Sheboygan County.

Grading scheduled to occur the first year and paving the second year.

2015 Construction tentatively scheduled for the urban section of the expressway from US 151 to Taft Road in Fond du Lac County.
