Coordination Plan (CP) and Impact Analysis Methodology (IAM)

The updated SAFETEA-LU section 6002 Environmental Impact Statement (EIS) Coordination Plan (CP) and final Impact Analysis Methodology (IAM) are available for public viewing.

The lead agencies for the project, the Wisconsin Department of Transportation (WisDOT) and the Federal Highway Administration (FHWA) will use the CP document to interact with the public and other agencies and to inform the public and other agencies of how that interaction will be accomplished. The CP is meant to promote an efficient and streamlined process through coordination, scheduling, and early resolution of issues.

The purpose of the IAM is to communicate and document the lead agencies’ approach to analyzing impacts of the proposed transportation project. The IAM is intended to promote an efficient and streamlined process and early resolution of concerns or issues.

Environmental Impact Statement (EIS)

An Environmental Impact Statement (EIS) identifies corridor needs, investigates alternative solutions and analyzes impacts of those alternatives.

The Draft Environmental Impact Statement (DEIS), Supplemental DEIS (SDEIS) and Final EIS (FEIS) document other alternatives that were investigated but determined not to be viable solutions to the stated corridor needs. One such alternative, known as the South Reliever, is a bypass that would roughly parallel the Beltline south of Madison. It would connect the Verona Road bypass with US 14 at minimum, and possibly extend east all the way to I-39.

Although dismissed as a viable solution to existing and future Verona Road needs by WisDOT in 2002, interest in the alternative by many living near Verona Road led to creation of a separate report describing the alternative and reasons why it was dismissed.

Final EIS (FEIS)

The FEIS was completed in June 2011. The FEIS includes all the final recommendations, updated costs and all the changes resulting from public comment. It is officially documents the findings of the study.

Comment period on the FEIS ended August 15, 2011. WisDOT will evaluate these comments and address them in the Record of Decision (ROD).

Supplemental Draft Environmental Impact Statement (SDEIS)

The SDEIS was completed in 2010. In September of 2010 WisDOT released the SDEIS that reduces the scope of the DEIS by focusing on the Verona Road corridor from County PD to Nakoma Road and the Beltline from Todd Drive to Whitney Way.

The comment period on the SDEIS ended October 29, 2010. WisDOT then evaluated these comments and addressed them in the FEIS above.

This SDEIS presents a Preferred Alternative that is a staged implementation of two of the alternatives presented in the DEIS.

  • Stage 1 - Would construct a single point urban interchange (SPUI) at the Verona Road/Beltline junction, as well as a jug handle intersection at Summit Road.
  • Stage 2 - Would construct a diamond interchange at the Verona Road/County PD intersection.
  • Stage 3 - Would convert the US 151 corridor to a freeway.

The South Reliever summary report was completed in January 2008.

Draft Environmental Impact Statement (DEIS)

In March of 2004, the DEIS was released that addressed US 12/14 (Beltline) from Todd Drive to Mineral Point Road, and US 18/151 (Verona Road) from County PD to Nakoma Road.
