Northeast Region weekly construction update

(Green Bay) The Wisconsin Department of Transportation (WisDOT) NE Region in Green Bay is providing a weekly update on region construction, which includes the counties of Brown, Calumet, Door, Fond du Lac, Kewaunee, Manitowoc, Marinette, Oconto, Outagamie, Sheboygan, and Winnebago.
Please note: Most projects have now been suspended for the winter or will not have traffic impacts. This will be the last weekly construction update until February 2012.
Brown County
Glory Road Bridge replacement - US 41 major
Schedule: July 2011 to December 2011
Length: 0.000 miles
Cost: $2.4 million
Location: Glory Road, Orange Lane to Larson Road
Description: This project will reconstruct the Glory Road bridge over US 41. The
existing bridge will be removed and a new structure will be placed in the same location. The
approaches to the bridge will also be reconstructed and paved as part of the project.
November 28 to December 4: Work will continue on the bridge, with the pouring of
the parapet walls on the bridge being completed this week. The concrete pavement approach slab
on the west side of the bridge will be poured early this week, with the concrete curb and gutter to
follow during midweek. They will grade and prep the approaches to the bridge for asphalt
paving after all concrete work has been completed. The asphalt paving may take place late in the
week, if not it will be done early next week.
December 5 to December 11: Asphalt paving will be done early this week, if
necessary. Concrete sidewalk up to the bridge on all four corners will be done early this
week. Beam guard installation will be conducted both on Glory Road at the bridge approaches
and on US 41 around the pier in the median. The bridge will have all the falsework stripped
off and barrier block removed from the median the night of December 6. Backfilling of the curb
and gutter will be done this week if time permits.
Traffic impacts: Glory Road is closed. US 41 traffic will be detoured on the
assigned detour route from 7 p.m. Tuesday, December 6 to 5 a.m. Wednesday, December 7.
Hemlock Creek and Dutchman's Creek box culverts - US 41 major
Schedule: July to December 2011
Length: 0.02 miles (Hemlock Creek) and 0.03 miles (Dutchman's Creek)
Cost: $4.4 million
Location: Orange Lane to Larson Road
Description: This project will construct new box culverts at two locations along
US 41. One box culvert will be constructed to carry Hemlock Creek across US 41 north of Hanson
Road. There will be temporary widening at each location for the first phase, with traffic moved to
the outside will the middle portion of each box culvert is constructed. During the second phase,
all traffic will be shifted to the center of US 41 while the outside ends of each box culvert are
constructed.
November 28 to December 4: Work will continue on both the east and west ends of
the Dutchman’s Creek box culvert, as well as the sections under the northbound and southbound lanes
of US 41. This work will continue all of this week. There may be some grading work on both
sides of the box culvert in preparation for the upcoming channel change and final grading around
both ends of the box culvert.
December 5 to December 11: Work will continue on both the east and west ends of
the Dutchman’s Creek box culvert, as well as the sections under the northbound and southbound lanes
of US 41. This work will continue all of this week. There may be some backfilling of the
box culvert in areas that are ready for backfill.
Traffic impacts: Northbound and southbound US 41 traffic at the Dutchman’s Creek
location will be in the median for the next month.
Mason Street Interchange and 9th Street to Larsen Road mainline - US 41 major
Schedule: September 2011 to October 2012
Length: 1.000 mile
Cost: $29 million
Location: Mason Street Interchange and US 41 mainline from 9th Street to Larsen
Road
Description: This project will reconstruct the Mason Street Interchange with new
ramps, bridge over US 41, roundabout ramp terminals and retaining walls. The project also includes
the complete reconstruction of the US 41 mainline through the Mason Street Interchange vicinity,
from just south of 9th Street to just south of Larsen Road. Mainline includes the paving of
mainline to the ultimate roadway section including the replacement of the 9th Street bridges, box
culverts, retaining walls and storm sewer. The project further inculdes the razing and removal of
the Allied Pool building and subsequent construction of a detention pond on that site.
November 27 to December 3: Bridge work continues the reconstruction of the
northbound bridge over Ninth Street. Crews are building the wire wall on the east side of US 41
where a retaining wall will extend all the way to Mason Street. Other grading crews are building a
retention pond on Taylor Street where the Allied Pool was. Another crew is working on the walls on
West Mason to the north along Lambeau Street. Crews are placing base course on the CD lanes at
the North limits of the project preparing for paving next year. The detour route is being prepared
for the placement of signs by another crew.
December 4 to December 10: The reconstruction of the N structure over Ninth Street
continues. The north abutment has been poured and work will begin on the south abutment. Crews
are placing the wire wall on the east side of US 41.The sewer crew is working to complete the
retention pond at the Allied Pool site. The rip rap and lime stone are being placed. The 53 by 83
pipe is near completion and should be completed this week. The primary work will now be the wire
wall at Ninth Street.
Traffic impacts: The northbound lanes of US 41 will remain on the southbound side
of the roadway through Spring 2012. The northbound off-ramp to Mason Street will utilize a
temporary cross-over just north of 9th Street until the interchange is closed in February
2012. The northbound on-ramp from Mason Street will utilize the new lanes of US 41 northbound
and will merge into US 41 northbound traffic at the north cross over near Larsen Road until the
interchange is closed in February 2012. Mason Street remains open to traffic at all times with
intermittent lane/shoulder closures for utility and retaining wall work. The right turn lane on
Mason Street westbound between Hinkle Street and the US 41 southbound off-ramp will remain closed.
The outside shoulder lane along Lambeau Street eastbound/northbound (from Oneida One Stop to Starr
Court) will also be closed.
US 41/WIS 29 County RK (South Frontage Road) East – US 41 major
Schedule: May 2011 to December 2011
Length: 0.7 miles
Cost: $3.6 million
Location: WIS 29 South Frontage Road, Duck Creek to County EB (Packerland
Drive)
Description: Work consists of constructing an urban roadway (County RK) with
sidewalk along the south side of the roadway, street lighting, and plantings; constructing a new
bridge over Duck Creek with aesthetic details; reconstructing the multi-use path under the new
bridge and installing under deck lighting; reconstructing the entrance into Pamperin Park with an
electronic gate, aesthetic details, and decorative luminaries; realigning Parkside Court to a
future S. Memorial Drive connection; constructing a noise wall along the south side of County RK;
and constructing detention ponds.
November 28 to December 2: Pamperin Park gate, landscaping, and general clean
up.
December 5 to December 9: Pamperin Park gate, landscaping, and general clean up.
Traffic impacts: County RK is now open to traffic from County J to County EB
(Packerland Drive). The recreational trail along Duck Creek from Shawano Avenue into Pamperin Park
is open, pedestrians and bicyclists should use the trail to enter and exit the park.
US 41/WIS 29 County J Structures and County RK (South Frontage Road) West – US 41 major
Schedule: June 2011 to May 2012
Length: 1.1 miles
Cost: $10 million
Location: WIS 29/County J and WIS 29 South Frontage Road, County J to Duck
Creek
Description: Work consists of building new structures along WIS 29 at County
J with aesthetic details and under deck lighting; reconstructing County J from Berkshire Drive to
Shawano Avenue to go under WIS 29 with street lighting, sidewalks, and plantings; constructing a
single lane roundabout at the intersection of County J and new County RK (South Frontage Road); and
constructing a new urban roadway (County RK) with sidewalk along the south side of the roadway,
street lighting, and plantings.
November 28 to December 2: Contractor poured the WIS 29 median barrier wall; they
finished placing the outside concrete shoulder along WIS 29 eastbound; they started to set the
temporary barrier wall that will remain in place; they started to drive the test piling for the
upcoming flyover ramps at the US 41 and WIS 29 interchange; and they addressed erosion control
concerns throughout the project.
December 5 to December 9: Contractor will begin to install the tieback anchors for
the retaining walls located under the County J bridges; they will finish setting the temporary
barrier wall that will remain in place and remove the temporary barrier wall that is no longer
needed; and they will continue to drive the test piling for the upcoming flyover ramps at the US 41
and WIS 29 interchange.
Traffic impacts: County RK is now open from County J to County EB (Packerland
Drive). County J is also open from the south to the roundabout. County J from the roundabout
to the north golf course driveway will remain closed until early January. Lane closures along WIS
29 eastbound and westbound will continue during non-peak travel times for the next two weeks. Both
directions of WIS 29 will remain open to two lanes during peak travel times. WIS 29 westbound
traffic has been shifted onto the new lanes and structure.
US 41 (early structures/early fills, Beaver Dam Creek Box Culvert and wetland mitigation
site - Resort Road, Suamico) – US 41 major
Schedule: June 2011 to October 2012
Length: 0.8 miles
Cost: $38.2 million
Location: US 41/WIS 29 Interchange, County J, village of Suamico
Description: The work under this contract consists of common excavation, borrow
excavation, construction of structures storm sewer, culverts, and erosion control.
November 28 to December 4: Continue piling and concrete masonry for piers.
Continue to place retaining walls to allowable first lift elevation. Continue to haul material from
the wetland mitigation site. Continue grading and embankment operations.
December 5 to December 11: Continue piling and concrete masonry for piers on
various structures. Continue abutment piling. Continue to place retaining walls. Continue to haul
material from the wetland mitigation site south side. Continue grading and embankment
operations.
Traffic impacts: Traffic will experience single lane closures on US 41 from State
Highway 29 to Velp Avenue nightly from 10 p.m. to 5 a.m. the week of December 5 to December 9.
Southbound US 41 to WIS 29 off-ramp will be closed from 10 p.m. Monday, December 5 to 5 a.m.

Schedule: September 20, 2010 to August 24, 2012
Length: 24 miles
Cost: $14.5 million
Location: Ozaukee to Sheboygan County line to WIS 42
Description: This project involves asphaltic paving, eight new bridges, three
bridge overlays, two deck replacements, beam guard, concrete base patching, ramp closure gates, and
law enforcement pad.
November 28 to December 2: The contractor is adjusting beam guard and
installing delineator posts.
December 5 to December 9: The contractor plans to continue to installing
delineator posts and woven wire fence.
Traffic impacts: For the week of November 28 to December 2, various lanes
closures will occur, between the Ozaukee/Sheboygan County line and the County V and I-43
Interchange, during non-peak hours. No lane closures are expected for the remainder of work this
fall.
Winnebago County
WIS 21 Interchange and US 41 reconstruction over Lake Butte des Morts - US 41
major
Schedule: August 2011 to July 2013
Length: 2.1 miles
Cost: $54.2 million
Location: WIS 21 Interchange, US 41 mainline from 1500 feet north of Witzel
Avenue, to the US 45 Interchange.
Description: This project involves the reconstruction of the WIS 21 interchange.
WIS 21 will be reconstructed to pass over US 41. The interchange will be completely reconstructed
to include roundabouts at ramp terminals and at the WIS 21 intersections with Washburn and Koeller
streets. This project all includes the reconstruction of mainline US 41 from Witzel Avenue to the
US 45 Interchange including new bridges over Lake Butte des Morts and Sawyer Creek. The work on the
Lake Butte des Morts causeway will include a recreational trail along the east side of US 41 over
the causeway.
November 28 to December 4: Crews continued building cofferdams, excavating
and driving piling for the piers on the main channel bridge for southbound US 41 over Lake Butte
des Morts. Crews installed storm sewer on the future southbound US 41 lanes. Crews worked on
retaining walls at the US 41/WIS 21 interchange.
December 5 to December 11: Crews will continue excavating and driving piling for
the piers on the main channel bridge for southbound US 41 over Lake Butte des Morts. Crews will
continue working on the retaining walls at the US 41/WIS 21 interchange.
Traffic impacts: The southbound shoulders of US 41 are closed between US 45 and
Witzel Avenue. Southbound US 41 is reduced to two 11-foot lanes between US 45 and WIS 21.
US 41 – US 45 Interchange
Schedule: August 2010 to September 2012
Length: 1.5 miles
Cost: $31 million
Location: US 41/US 45 interchange.
Description: This project involves construction of multiple structures including
bridges, box culverts, retaining walls, and sign bridges along with grading, base aggregate,
concrete and asphalt pavements, concrete curb and gutter, and pavement marking.
November 28 to December 2: Work on the retaining wall, top soil, landscaping,
and storm sewer installation will continue. Girders for the flyover ramp will be placed. A
camera pole will be placed on site.
December 5 to December 9: Girders for the flyover ramp will be placed. Retaining
wall and storm sewer installation will continue.
Traffic impacts: The on-ramp from US 45 to US 41 northbound is closed. The
off-ramp from US 41 northbound to US 45 is closed. A detour is set up for US 45 traffic exiting
from US 41.
- For US 45 southbound traffic, follow US 41 northbound to WIS 76, then follow WIS 76 south to Murdock Avenue.
- For US 45 northbound traffic, follow US 41 northbound to WIS 76, follow WIS 76 northbound to US 10, then follow US 10 westbound to US 45 northbound.
Please note:
- The off-ramp from US 41 southbound to US 45 will be closed from 10 p.m. Monday, December 12 until 3 a.m. Tuesday, December 13.
- US 45 southbound will be closed from 10 p.m. Monday, December 12 until 3 a.m. Tuesday, December 13. The closure will take place south of County T to the new roundabout.
- US 45 northbound will have intermediate closures from 8 p.m. Monday, December 12 until 10 p.m. Monday, December 12. The closures will be done by flagging traffic between the older roundabout and the new roundabout.
The weather date for these lane closures is Tuesday, December 13. All lane closures are weather-dependent and subject to change.
9th Avenue Interchange, north US 41 mainline paving, US 44 bridge painting - US 41 major
Schedule: August 2010 to November 2011
Length: 3.6 miles
Cost: $34.3 million
Location: 9th Avenue Interchange, US 41 mainline from 1500 feet north of Witzel
Avenue, to one mile south of the WIS 44 overpass.
Description: This project involves temporary widening of the southbound US 41
lanes during the fall of 2010 to provide a staged construction zone in which 3.2 miles of US 41
will be reconstructed. There will be an additional turn lane added on WIS 21. In 2011, the 9th
Avenue bridge over US 41 will be demolished and rebuilt as a decorative bridge. Two retaining walls
will be built in front of the abutments. The 9th Avenue interchange and the ramp terminal
intersections will be reconstructed, and four roundabouts will be installed.
November 28 to December 2: Most contract work will be complete. The traffic
control contractor will continue to remove traffic control devices.
December 5 to December 9: The electrical contractor will be installing signal
bases at both the northbound and the southbound US 41 on-ramps at WIS 44 on Monday and
Tuesday. There will be outside lane closures in both directions during the day. All other
contract and punch list work will wrap up in the spring, prior to May 18, 2012.
Traffic impacts: The 9th Avenue Interchange is 100% open to traffic. US 41
between WIS 21 and WIS 26 is open to three lanes of traffic in each direction. There may be
various daytime lane closures to perform punch list items of work; however, US 41 will still have
two lanes open to traffic remaining during these closures.
US 45 frontage roads
Schedule: June 2011 to September 2012
Length: 5 miles
Cost: $13.2 million
Location: US 45; County G to County II, Winnebago County
Description: The project involves constructing frontage roads along both sides of
US 45 and constructing bridges for the three local roads between County G and County II
(Woodland/Breezewood, Lakeview/Oakridge, Grandview) to overpass US 45. Direct access to US 45
for these three local roads will be removed as part of the project.
November 28 to December 2: Resumed work on the abutments for the Arrowhead River
crossing on the west frontage road.
December 5 to December 9: Continue work on the abutments for the Arrowhead River
crossing on the west frontage road.
Traffic impacts: Access to US 45 from Woodland/Breezewood and Grandview Roads has
been eliminated. Lane closures along US 45 will take place as necessary to complete work
adjacent to US 45 near the Arrowhead River. These outside lane closures will continue until
mid- to late December. Grandview Road and the West Frontage Road from Grandview to County II
are now open to traffic. Woodland Road and Breezewood Lane is now open to traffic. The
west frontage road from County G to Woodland Road is now open to traffic.
Motorists are advised to use caution and remain alert when driving through any work zone. Drivers are also encouraged to seek information about work zones and detours in the following ways:
